مهام اللجان الثورية :
ليس من مهام اللجان الثورية تولى السلطة ، والا كانت إحدى أدوات الدكتاتوريية التى تمارس السلطة دون الجماهير ويالنياية عنها. إن الصرخة الجديدة التى تطلقها الجماهير: " لا نيابة عن الشعب والتمثيل تدجيل "، هى المبدأ الجديد الذى تعمل اللجان الثورية إحلاله محل المقولات الرجعية التى تدور أساسأ . فكرة أحسن تمثيل لشعب .إن مهمة اللجان الثورية هى تحريض الجماهيرالقيام بالثورة لتصل الجماهير إلى السلطة . واللجان الثورية هى أداة تنظيم الجماهير سرأ وعلنآ فى مؤتمرات شعبية ولجان شعبية . واللجان الثورية هى أداة الاقتحام أمام الجماهير لتقويض أركان السلطة الاستبدادية المتحكمة فى الشعب
Tasks of the Revolutionary Committees
It is not one of the tasks of the revolutionary committees to assume power, otherwise it is one of the tools of dictatorship that exercises power without and on behalf of the masses. The new slogan launched by the masses: “No representation in lieu of the people, representation is fraud” is the new principle that the revolutionary committees are working for to replace the reactionary slogans that are currently taking place such as the idea of "the best representation of the people". The task of the revolutionary committees is instead to incite the masses to carry out the revolution themselves to bring themselves to power. The revolutionary committees are the tool for organizing the masses, openly and secretly, in popular conferences and people's committees. Revolutionary committees are a tool of intrusion in front of the masses to undermine the pillars of the authoritarian power that controls the people.
وهكذا، فاللجان الثورية هى الإطار السياسى والعملي الذى يجمع القوة الثورية فى أى مكان . وهى القيادات الثورية للجماهير العريضة التى تقودها نحو هي متقدمة كل يوم . وهى العصب الذى يحرك الجماهير وهى التى تشكل شرايين المجتمع الذى يتحول ثورياً وهى أداة التبشير بالحضارة الجديدة وفكر " الكتاب الأخضر" .والمثابة هى المقر الذى تلتقى فيه القوة الثورية سواء كانت في نطاق المؤتمر الشعبى الأساسى، أم المؤتمر الطلابي ، أم المؤتمر المهنى الإنتاجى، أم المؤتمر الحرفى، أم أي موقع جماهيرى أخر. والمثابة هى العنوان الدائم الذى .تم من خلاله الاتصال بالقوة الثورية فى الوسط الجماهير لتلك المثابة ، والذى يتم من خلاله أيضأ تحرك القوة الثورية فى أى برنامج ثورى.وعضو اللجنة الثورية هو مثال للإنسان النموذجى الجديد الملتزم خلقيآ وقوميأ، وثوريآ، قدوة فى المهارة والمسلك ، ورسول الحضارة الجماهيرية الجديدة ، والمبشر بعصر الجماهير. وهو كذلك البعيد عن المصالح الذاتية ، والمتفانى فى خدمة مصلحة الجماعة ، وهو الذى بعمل بصمت وجد بعيدأ عن الاسترخاء والاتكالية .والإنسان الذى يريد أن ينضم إلى اللجنة الثورية ، لا بد أن يضع فى اعتباره أنه لا يملك أى سلطة ، وأن هدفه هوترسيغ سلطة الشعب الذى لا سلطة لسواه ، حيث إن اللجان الثورية ليست حزبأ ولا قبيلة ولا غير ذلك من التكتلات التى أوجدها البحث عن السلطة والمصالح الأنانية .واللجنة الثورية مفتوحة أمام كل من آمن واستوعب فكر " الكتاب الأخضر" .. فكر الثورة ، وقادر على أنيكون نموذج الإنسان الجماهيرى الجديد الذى يبشربعصر الجماهير وسلطة الشعب .إن أساسيات مهام اللجان الثورية اندرجت .مقولات فقهية تتلخص فى المهام الآتية :
Thus, the revolutionary committees are the practical and political framework that brings together the revolutionary force anywhere. They are the revolutionary leaders of the broad masses who lead them towards advanced positions every day. They are the nerve that moves the masses, and they form the arteries of the society turning revolutionary, and they are the tool for preaching the new civilization and the thought of “The Green Book”. The Mathaba is the permanent headquarters where the revolutionary force meets, whether it is within the scope of the basic popular conference, the student congress, the professional producers congress, the craft congress, or any other public site and through which the revolutionary force is contacted among the masses of that station, and through which the revolutionary force is also mobilized in any revolutionary program. A member of the revolutionary committee is an example of a new model human being who is morally and nationally committed, a revolutionary, a role model in skill and behavior, the messenger of the new mass civilization, and the preacher of the "era of the masses". He or she is the messenger of the new mass (Jamahiriya) civilization, and the herald of the era of the masses. He or she is also far from self-interest, and is dedicated to serving the interests of the group, and he or she is the one who works silently and finds themselves far from relaxation and dependence. The person who wants to join the revolutionary committee must bear in mind that he or she does not have any authority, and that his or her goal is to consolidate the authority of the people so that there is no other authority than the people, as the revolutionary committees are not a party, a tribe, or any other grouping that was created by the search for power and selfish interests. The revolutionary committee is open to everyone who believes and comprehends the thought of “The Green Book”... the thought of the revolution, and is capable of being the model of the new Jamahiriyan human being who heralds the era of the masses and the authority of the people. The basics of the tasks of the revolutionary committees have been summarized. Jurisprudential doctrines are summarized in the following tasks:
المهمة الأولي:
من أساسيات مهام اللجان الثورية .. أداة الثورة الشعبية ، تحريض الجماهير على تفجير الثورة الشعبية وتمكينها من الاستيلاء على السلطة والثروة والسلاح .
First task:
One of the basic tasks of the revolutionary committees, the tools of popular revolution, is inciting the masses to ignite the popular revolution and enabling them to seize power, wealth and weapons.
المهمة الثانية :
:تحريض الجماهير على ممارسة السلطة ، ويتم أثناء انعقاد المؤتمرات الشعبية ، وأثناء تصعيد الجماهير اللجان الشعبية وأمانات المؤتمرات الشعبية الأسا،سية ويشمل التحريض :
- توضيح الرؤية أمام الحماهير لتصل الى اتخاذ القرار السليم .
- الكشف عن أية محاولات للتدجبل أو خداع الجماهير .
- توضيح الأبعاد الحقيقية للموضوعات التى تناقشها الجماهير فى مؤتمراتها حتى تكون على دراية تامة بمسؤليتها تجاه تلك الموضوعات ، ونتائجها.
- العمل على أن تختار المؤتمرات الشعبية عناصر قيادية ثورية ، وهذا لا يكون بفرض أشخاص معينين وانما بتوعية الجماهير وترشيدها للاختيارات السليمة .
Second task:
Inciting the masses to exercise power. This takes place during the convening of the people’s congresses, and during the escalation of the masses, the people’s committees and the secretariats of the basic popular conferences are incited, including:
- Clarifying the vision in front of the public in order to reach the right decision.
- Detecting and revealing any attempts to deceive the masses.
- Clarifying the real dimensions of the topics discussed by the masses in their congresses so that they are fully aware of their responsibility towards those topics, and their results.
- Working on the popular conferences, choosing revolutionary leadership elements, and this is not by imposing specific people, but rather by educating the masses and rationalizing them for sound choices.
المهمة الثالثة :
ترسيخ سلطة الشعب ، إذ إن النتيجة التى تقود إليها المهام الثورية المنوطة باللجان الثورية هى ترسيخ سلطة الشعب ، أن، أي، كل، المهام أساسآ حو ل هذه المهمة .
أن تحريض الجماهير على ممارسة السلطة وترسيخها، ليست بالمهمة السهلة ، لأن الجماهير الشعبية لم تكن متعودة على السلطة وتخشاها، فالسلطة تعنى في ظل الأنظمة الدكتاتورية السوط والسجن والسيف والموت . ولهذا، فإن الجماهير التى عانت القهر والبطش على أيدي السلطة ، تحاول أن تعيش بمعزل عنها، وإ فإنه من واجب كل لجنة ثورية فى أى وسط جماهيرى ان تدفع الجماهير إلى تحمل المسئولية واتخاذ القرار، وألى تبدد كل رهبة وخوف فى نفوسها، وتلك مهمة تحتاج ألى عمل ثورى شاق ومستمر، فاستمرارية العمل تؤدى إلى التعود على السلطة والتمسك بها والتصدى لمن يحاول ينتزعها منها، وبذلك تترسغ سلطة الشعب وتتحقق الجماهيرية .
Third task:
Consolidation of the People's Authority. The result of the revolutionary tasks assigned to the revolutionary committees is the consolidation of the power of the people, that is, all the tasks are basically about this mission.
Inciting the masses to exercise and consolidate power is not an easy task, because the popular masses were not accustomed to and are fearful of power. Under dictatorial regimes, power means whip, imprisonment, sword or injection and death. Therefore, the masses who have suffered bullying and oppression at the hands of the authority, try to live in isolation from it. It is the duty of every revolutionary committee in any mass environment to push the masses to take responsibility and take decisions, and to dispel all awe and fear in their souls, and this is a task that needs to be fulfilled. It is a hard and continuous revolutionary work. The continuity of work leads to getting accustomed to the power and holding on to it and confronting those who try to extract it from it, so that the authority of the people is established and the Jamahiriya becomes a reality.
المهمة الرابعة :
ممارسة الرقابة الثورية ، ويتم ذلك عن طريق كشف الممارسات التى تقوم بها عناصر معادية للثورة والتى تتعارض مصالحها الخاصة مع مصالح الجماهير... تلك العناصر التى لم تستوعب بعد أن المجتمع الجماهيرمجتمع كل الناس ، وليس مجتمع النخبة والصفوة الطليعة . كما يقع على عاتق اللجان الثورية كشف هذه العناصر ومحاسبتها ومعاقبتها على الممارسات الخاطئة أمام جماهير المؤتمرات الشعبية ، ويتم ذلك علنا ومباشرة أن يكون الرأى الأخير للجماهير، إذ لا يجوز للجان الثورية ممارسة السلطة نيابة عن الجماهير، ولا أن تتخذ قراراً نيابة عنها، إنما تقع على اللجان الثورية مهمة لكشف لمساعدة جماهير المؤتمرات الشعبية على اتخاذ الإجراء السليم والوصول إلى القرارات الشعبية الصحيحة .
Fourth task:
Exercising revolutionary control. This is done by exposing the practices of counter-revolutionary elements whose own interests conflict with the interests of the masses... those elements that have not yet understood that the masses society is the society of all people, not the society of the vanguard and the elite. It is also the responsibility of the revolutionary committees to expose these elements, hold them accountable and punish them for the wrong practices in front of the masses of the popular conferences, and this is done openly and directly so that the final decision is that of the masses. It is not permissible for the revolutionary committees to exercise power on behalf of the masses, nor to take a decision on their behalf. Revolutionary committees have the task of exposing in order to help the masses of the popular conferences take the right action and reach the right popular decisions.
المهمة الخامسة :
إن مجرد الإعلان عن قيام سلطة الشعب ، لا يعنى أن كل الجماهير ستندفع تلقائياً إلى المؤتمرات الشعبية الأساسية لتمارس حقها الذى لم تمتلكه فى يوم ما، وذلك العائق النفسى وبقايا العلاقات الاقتصادية مخلفاً السلطة السياسية ، وركام العادات والتقاليد للعلاقات الظالمة ، وهذا كله يحول دون ذلك إلا أنه لا يشوه النظرية ولا يطعن فيها. فلا يمكن بين ليلة يوضحاها القضاء على السلبية ، بل إن مقاومة الجديد ستستمر فترة من الزمن ، والأمر هنا لا يتعلق بالإقناع والاقتناع النظرى فقط ، بل يتعلق بالاقتناع العملى،أى تثبيت سلطة الشعب عمليآ كحل نهائى لنضال الجماهير ضد أدوات الحكم ، وهذا لا يتأتى إلا بزخ الجماهيرؤ معمعة الممارسة العملية ، والتخلى عن موقف المتفرج ودور اللجان الثورية هنا يتمثل فى دفع الجماهير الى ممارسة حقها والانضمام إلى المؤتمرات الشعبيه وتبصير الجماهير بأهمية هذه المؤتمرات التى عن طريقها تناقش وتقرر جميهع القضايا السياسية والاقتصادية والاجتماعية ، وكذلك توعية الجماهير وتبصير بالفداحة والخسارة التى تتكبدها لو سلبت منها السلطة .
Fifth task:
The mere announcement of the establishment of the people’s authority does not mean that all the masses will automatically rush to the basic popular conferences to exercise their right that they have never possessed, that they overcome psychological obstacles, the remnants of the economic relations, their absence from political power, and the accumulation of customs and traditions of unjust relations. All of this prevents this, but it does not distort or challenge the theory. It is not possible to eliminate negativity overnight, resistance to what is new will last for a period of time. It is not about persuasion and theoretical conviction only, but about practical conviction, that is, to establish the power of the people in practice as a final solution to the struggle of the masses against the instruments of government, and this can only come with impetus. The masses are in the midst of practical practice, abandoning the spectator’s position and the role of the revolutionary committees here is to push the masses to exercise their right and to join the popular conferences and to inform the masses of the importance of these conferences through which they discuss and decide all political, economic and social issues, as well as educating the masses and illustrating the enormity and loss that they would incur if they were robbed of power.
المهمة السادسة :
اللجان الشعبية هى المسئولة عن الإدارة الشعبية و تنفيذ قرارات المؤتمرات الشعبية ، حيث قد حلت هذه اللجان محل الإذارة الحكومية التقليدية . ففي سلطة لامكان للادارة الحكومية ، إنما تختار الحماهير اعضاء اللجان الشعبية التنفيذية ، وأمانات المؤتمرات ، وهذا الاختيار يتم بطريقة مباشرة و اللجان الثورية هىالتى تتولى مهمة ترشيد اللجان وأمانات المؤتمرات الشعبية إلى الطريقة السليمة المتوافقة مع سلطة الشعب ، فيما يتعلق بتنفيذ اللجان الشعبية لقرارات المؤتمرات الشعبية ، ويتم الترشيد علانية فى المؤتمرات الشعبية ، ومن خلال الندوات والمحاضرات الفكرية ، ومن خلال برامج العمل أيضأ التى تطرحها اللجان الثورية على المؤتمرات الشعبية واللجان .
Sixth task:
The people's committees are responsible for the people's administration and the implementation of the decisions of the popular conferences, as these committees have replaced the traditional government authorities. The members of the people's executive committees and the conference secretariats are chosen by the public in a direct manner, and the revolutionary committees are the ones that undertake the task of rationalizing the committees and the secretariats of the popular conferences to the right way compatible with the people’s authority, with regard to the implementation of the decisions of the popular conferences by the people’s committees. Rationalization is done openly in the popular conferences, through seminars and intellectual lectures, and also through programs of action presented by the revolutionary committees to the popular conferences and committees.
المهمة السابعة :
حماية الثورة والدفاع عنها والدعاية لها. وذلك بأن تتصدى اللجان الثورية _ أينما كانت _ لتلك الفئات الرجعية الحاقدة على الثورة ، والتى تعمل باستمرار على شد الثورة إلى الوراء، لأنها ترى فى تقدم الثورة وتحقيق طموحاتها قضاء على مصالحها الاستغلالية .وتكون حماية الثورة كذلك بالتصدى للانتهازيين ولمتسلقين والمتسترين بشعارات الثورة لكى يتمكنوا من الوصول إلى المراكز التى تمكنهم من تحقيق مصالحهم الشخصية والمتعارضة مع مصالح المجتمع ككل . إ الانتهازى المتسلق يريد أن يحول الثورة عمداً إلى أداة لتحقيق مصالحه ، واللجان الثورية هى التى تتولى مواجهة وتعرية هذه الفئة أمام الجماهير. .أما الدفاع عن الثورة ، فيكون بالتصدى للممارسات الفاشية والتسلطية على الجماهير. إن من يرون في أنفسهم فئة ممتازة عن فئات الشعب الأخرى، يرون أن حقهم أن يستولوا على السلطة والثروة والسلاح أن هؤلاء لا مكان لهم فى مجتمع سلطة الشعب ، ولإ اللجان الثورية الوقوف فى وجه أى مفامر قد يحاول سرقة سلطة الشعب واعادة الجماهير إلى أغلالها ما الدعاية للثورة ، فتكون بالإيمان بمبادى وفكر اللجان النورية والتبشير بالمقولات الفقهية التى جاء بها " الكتاب الأخضر " ، والتى تنشد تحقيق حرية وسعادة الإنسان اينما كان . وتكون اللجان الثورية هى المحرض على تفجير الثورة الشعبية لأنها هى الحل الحاسم لقضية الحرية .وهكذا يتضح أن حركة اللجان الثورية هى حركةثورية ، وهى تعبير عملى وسياسى عن النظرية الثورية التى هى النظرية العالمية الثالثة مجسدة فى " الكتاب الاخضر"، وأن اللجان الثورية ليست تنطيمآ سياسيآ تقليديأ يهدف إلى اغتصاب السلطة وممارستها نيابة عن الجماهير، بقدر ما هى مجموعة من الدعاة والمبشرين بالحضارة الجديدة الذين يحرضون جماهير المجتمعات الإنسانية فى كل مكان على الثورة لتحقيق مجتمع السعادة الذى تمتلك فيه الشعوب السلطة والثروة والسلاح .
Seventh task:
Protect, defend and promote the revolution. The revolutionary committees - wherever they are - address those reactionary and hateful groups that are against the revolution, which are constantly working to pull the revolution back, because they see the progress of the revolution and the realization of its ambitions to eliminate their exploitative interests. Protecting the revolution is also confronting opportunists, climbers, and those who cover up with the slogans of the revolution so that they can reach positions that enable them to achieve their personal interests that are contrary to those of society as a whole. The progressive opportunist wants to deliberately turn the revolution into a tool to achieve his interests, and the revolutionary committees are responsible for confronting and stripping this group in front of the masses. Defending the revolution is by countering fascist and authoritarian practices on the masses. Those who see themselves as a more excellent category than other categories of the people, see it as their right to seize power, wealth and weapons and have no place in the society of the people's power, so revolutionary committees stand up to any conspirator who may try to steal the people's power and return the masses to their shackles. By a belief in the principles and thought and proselytizing the jurisprudential sayings that came up with "The Green Book", the enlightened committees seek to achieve the freedom and happiness of man wherever he is. The revolutionary committees will be the instigator of the explosion of the popular revolution because it is the decisive solution to the cause of freedom. Thus, it is clear that the Revolutionary Committees Movement is a revolutionary movement, which is a practical and political expression of the revolutionary theory, which is the third universal theory embodied in "The Green Book" and that the revolutionary committees are not a traditional political process aimed at usurping and exercising power on behalf of the masses, as much as it is a group of preachers and missionaries of the new civilization who incite the masses of human societies everywhere to revolution to achieve a society of happiness in which the peoples possess power, wealth and weapons.
